Date and Time: December 1, 7:30-9:00 AM (EST)(台灣時間晚上 8:30-10:00 ) Beyond parliamentary members and their parties, there's an array of stakeholders with an interest in shaping lawmaking processes and outcomes. Government officials, labor unions, trade associations, civil society groups, private sector lobbyists (at home and abroad): any of these – not to mention the general public – may seek to sway decisions on laws and regulations. In doing so, such influencers use a number of techniques and entry points for targeting parliaments. However, while their input can have an enriching effect or may be detrimental, it is liable, almost no matter what, to be contentious where it happens behind the public's back. Current approaches to ensure transparency in this context are falling short. Similarly, conflicts of interest that are generated within parliaments as a result of MPs being targeted are often kept hidden. To delve further into this, we will be holding a webinar that seeks to bring to light and unpack these different influencing scenarios and methods and explore the challenges they pose for legislative functioning and monitoring. This will feature distinguished speakers contributing insights and experiences along with expert analysis from around the world. We envision it being a vibrant space for collective dialogue and exchange, with ample time set aside for Q&A and with participants encouraged to feed in their own thoughts and observations. This will be the second in a series of webinars on the theme of ‘parliamentary monitoring’ that is being jointly organized by Citizen Congress Watch, Directorio Legislativo, the National Democratic Institute and the Westminster Foundation for Democracy. The first webinar took place in September this year; it was well received and saw speakers and participants engage in a rich discussion on other legislative monitoring issues.
